Welcome to the site and thanks for posting the picture. Unfortunately, we don't have all that much information on track bikes available, as the US catalogues usually didn't list them. Your bicycle is a circa 1982 model, which we don't have any catalogue information for.

The bikes were not usually marketed in the USA under their french names, so it is highly unlikely that this was ever called a "Mexico" in the USA. The following years, the standard track bike went by the name "Kilo", but those used Vitus tubing. Oh...Gitane also marketed track bikes in the USA during the 1970's as the "track standard" and under various other names, but I am unaware of them ever using the same name as appear in the french catalogues.

The first thing you would have to figure out is the make of the tubing used on the bike. You may be able to see "reynolds" imprinted on the tubing, because Gitane did not file those marks away and used very thin paint over the tubing. If you can find out the make of the tubing, it will make identificaiton much easier.
